The Racine County Code Administration Division staff
administers the state mandated Private Sewage System Program for all unsewered
areas of Racine County. Staff also conducts general Zoning functions for the
village of Caledonia, the townships of Burlington, Dover, Norway, Raymond,
Rochester, Waterford and Yorkville. In addition, the office is responsible for
shoreland, floodplain and shoreland-wetland zoning for all unincorporated areas
in the County.
Private Sewage System Program duties include
conducting on-site investigations of groundwater monitoring wells and soil
borings sanitary system plans sanitary permits and inspects private sewage
systems prior to backfill. Staff will investigate complaints and take legal
action to obtain compliance with the provisions of Chapter 19, Racine County
Code of Ordinances. Code Administration also participates in the Wisconsin Fund
Grant Program. This is an optional program that provides grant money to
eligible homeowners who apply for grants to correct their failing private
sewage systems. As part of this program, a 3-year septic tank maintenance check
is enforced for all systems installed under County jurisdiction.
Zoning duties include assisting the public with the
completion of applications for zoning permits, shoreland contracts and
variances. Staff determine zoning district designations, check
floodplain/shoreland/wetland status, issue addresses and zoning permits. Office
personnel will investigate complaints and issue orders/citations as needed to
obtain compliance with the provisions of Chapter 20, Racine County Code of
Ordinances. Customers are assisted on a daily basis and supplied with requested
information, including copies of topographic,aerial and zoning maps as well as
special reports. In addition, this office is responsible for coordinating
zoning variance public hearings and providing staff to assist the County Zoning
Board of Adjustment (BOA) as well as act as Secretary to the BOA. Code
Administration works hand-in-hand with the Wisconsin Department of Natural
Resources, Department of Commerce and Department of Transportation along with
the U.S. Army Corps of Engineers, the local units of government and
Southeastern Wisconsin Regional Planning Commission regarding principals of
sanitation and zoning. The goal of the Department is to administer the Private
Sewage System and Zoning Ordinances to allow for the promotion of health,
safety, prosperity, aesthetics, and general welfare of the county.

Department of Commerce web site. This site includes the following
Forms (Sanitary Permit Applications, Soil Evaluation forms, etc.) and Codes
(Chapter Comm 83-Private Onsite Wastewater Treatment Systems, etc.).
